The Housing Act 2004 creates a licensing regime for houses in multiple occupation (HMOs). Student accommodation managed or controlled by specified educational establishments are not HMOs for the purposes of the Act. The Regulations specify these educational establishments.
The Regulations come into force on 1 October 2007.
