The National Labor Relations Board (NLRB) has signed a Memorandum of Understanding (MOU) with the Department of Foreign Affairs of the Republic of the Philippines, with the aim to educate Filipino employers, employees and business owners in the US on their rights and responsibilities under the National Labor Relations Act (NLRA).

The National Labor Relations Board (NLRB) has signed a Memorandum of Understanding (MOU) with the Department of Foreign Affairs of the Republic of the Philippines, with the aim to educate Filipino employers, employees and business owners in the US on their rights and responsibilities under the National Labor Relations Act (NLRA).
On October 22, 2014, the NLRB announced that it has signed a Memorandum of Understanding (MOU) with the Department of Foreign Affairs of the Republic of the Philippines. The NLRB states that the aim of the MOU is to improve the collaborative efforts of the NLRB and the Philippine government in increasing awareness in Filipino employers, employees and business owners in the US of their rights and responsibilities under the NLRA. Under the terms of the MOU, the NLRB and its Regional Offices will cooperate with the Philippine Embassy and consulates nationwide to:
  • Provide:
    • outreach;
    • education; and
    • training.
  • Develop best practices.
This framework has been used by other federal labor agencies, including the Department of Labor, which have similar agreements with the Philippine Embassy and its consulates.
The NLRB hopes that the MOU will:
  • Increase the NLRB's ability to:
    • provide employers, including Filipino business owners in the US, with resources, such as education and training regarding their NLRA rights; and
    • meet with Filipino workers in the US to provide solutions for specific issues.
  • Foster procedures enabling Philippine consulates in the US to:
    • assist the NLRB in locating Filipino nationals in the Philippines who might aid in NLRB investigations, trials or compliance matters; and
    • refer complaints of Filipino employees, employers and business owners in the US to the appropriate NLRB Regional Office.
