A landlord that refused to allow a tenant to install a stair-lift in a block of flats had not discriminated against the tenant on the grounds of disability under section 22(3) of the Disability Discrimination Act 1995 (DDA 1995). There was nothing to show that the landlord had treated the tenant differently from other tenants of the building.
