This practice note provides an overview of the key regulatory initiatives outlined in:
  • Lord Turner's review of, and response to, the global banking crisis (Turner Review); and
  • the FSA's discussion paper 09/02: A regulatory response to the global banking crisis (DP09/2),
both published on 18 March 2009.
On 30 September 2009, the FSA published a feedback statement (FS09/3) in response to the feedback it has received on the Turner Review and DP09/2 (see Legal update, FSA publishes feedback to Turner Review and DP09/2).
On 22 October 2009, the FSA published a further discussion paper (DP09/4) entitled: "Turner Review Conference Discussion Paper - A regulatory response to the global banking crisis: systemically important banks and assessing the cumulative impact" (see Legal update, FSA publishes discussion paper on systemically important banks and cumulative impact of capital and liquidity reforms). DP09/4 focuses on key areas considered in the Turner Review and DP09/2, including systemically important firms and the cumulative impact of capital and liquidity reforms. It closes to responses on 1 February 2010.
