This Legal Update reports on significant changes to the local rules and procedures for all US federal district and appellate courts between August 21 and 27, 2013. It also reports on changes to the individual practice rules for judges in select district courts during this time period.
The US Court of Appeals for the Fifth Circuit made minor modifications to its application and oath for admission.
Eastern District of Texas
The US District Court for the Eastern District of Texas added a general order regarding pending criminal case transfers.
The court also posted a general order assigning civil and criminal actions.
Magistrate Judge John Love posted a standing order regarding court reporters.
Sixth Circuit
Eastern District of Tennessee
The US District Court for the Eastern District of Tennessee added a substitution of attorney form to its website.
Eighth Circuit
Eastern District of Arkansas and Western District of Arkansas
The US District Courts for the Eastern District of Arkansas and Western District of Arkansas posted notices about fee increases for attorney admission and pro hac vice applications. The attorney admission fee will increase to $200 and pro hac vice application will have a $100 fee, effective September 1, 2013.
The courts also suspended Local Rule 83.6, the collection of biennial assessment, until further notice.
Ninth Circuit

Judge David Carter changed the best way to contact the judge's courtroom deputy clerk, which is now only by e-mail at [email protected] and not by telephone.

The US Court of Appeals for the Tenth Circuit released a new attorney admission form.
Eastern District of Oklahoma
The US District Court for the Eastern District of Oklahoma added a new general order regarding attorney use of electronic communication devices.
Eleventh Circuit
Eleventh Circuit Court of Appeals
The US Court of Appeals for the Eleventh Circuit revised its guide to electronic case filing to reflect new procedures regarding appendices and en banc consideration of issues.
Middle District of Alabama
The US District Court for the Middle District of Alabama added a reminder to attorneys whose contact information has changed to timely file a Notice of Change of Address in every active case in which they are attorneys of record.
