This Legal Update reports on significant changes to the local rules and procedures for all US federal district courts and appellate courts between December 31, 2014 and January 6, 2015. It also reports on changes to the individual practice rules for the judges in select district courts during this period.
US General Services Administration
The US General Services Administration released new privately owned vehicle mileage reimbursement rates, effective January 1, 2015.
First Circuit
District of Maine
The US District Court for the District of Maine updated its local rules, effective January 1, 2015. A copy of the previous version is available here.
District of Massachusetts
The US District Court for the District of Massachusetts adopted amendments to Local Rules 83.5 and 83.6, effective January 1, 2015.
Second Circuit
Eastern District of New York
The US District Court for the Eastern District of New York increased its fee for pro hac vice admission to $150.

Northern District of New York
The US District Court for the Northern District of New York updated its local rules, effective January 1, 2015, and provided a summary of the changes.
Western District of New York
The US District Court for the Western District of New York updated its:

Fourth Circuit
Fourth Circuit Court of Appeals
The US Court of Appeals for the Fourth Circuit revised its local rules, effective January 2, 2015, and provided a redline of the changes.
District of South Carolina
The US District Court for the District of South Carolina announced that:
"Effective January 1, 2015, the civil shell case number is 15av99999 and the criminal shell case number is 15ar99999."
Fifth Circuit
Northern District of Texas
The US District Court for the Northern District of Texas posted two standing orders regarding the assignment of cases in:
- The Dallas Division.
- The Abilene Division.
Southern District of Texas
The US District Court for the Southern District of Texas posted a general order regarding the division of work.
Western District of Texas
The US District Court for the Western District of Texas posted an amended order assigning the business of the court.
Sixth Circuit
Western District of Kentucky
The US District Court for the Western District of Kentucky posted general orders regarding:
- Social security case assignments.
- The referral and reassignment of Magistrate Judge James Moyer's pending cases.
Seventh Circuit
Seventh Circuit Court of Appeals
The US Court of Appeals for the Seventh Circuit updated its circuit rules, effective December 1, 2014, and provided a redline of the changes.
Northern District of Illinois
Judge Jorge Alonso added procedures regarding motions.
Judge Edmond Chang added a standing order governing criminal pretrial and trial procedures.
Southern District of Indiana
The US District Court for the Southern District of Indiana updated its:
- Local rules, effective January 1, 2015, and provided a redline of the changes.

Eighth Circuit
Western District of Missouri
The US District Court for the Western District of Missouri updated its fee schedule and provided a list of the changes.
District of Nebraska
The US District Court for the District of Nebraska updated its assessment form.
Ninth Circuit
Ninth Circuit Court of Appeals
The US Court of Appeals for the Ninth Circuit updated its local rules, effective January 1, 2015. A copy of the previous version is available here.
District of Idaho
The US District Court for the District of Idaho updated its:

District of Montana
The US District Court for the District of Montana posted a standing order regarding the assignment of cases.
District of Nevada
The US District Court for the District of Nevada posted a new schedule of fees.
The court also updated the following forms:
- Motion for permission to practice pro hac vice and designation of local counsel.
- Verified petition.
District of Oregon
The US District Court for the District of Oregon posted a new schedule of fees.
Tenth Circuit
Tenth Circuit Court of Appeals
The US Court of Appeals for the Tenth Circuit updated its local rules, effective January 1, 2015, and provided a redline of the changes.
Eleventh Circuit
Northern District of Alabama
The US District Court for the Northern District of Alabama added a general order regarding the referral of civil matters to magistrate judges.
The court also added a magistrate consent order and form.
Middle District of Florida
The US District Court for the Middle District of Florida posted a revised fee schedule.
The court also updated its pro hac vice form.
