A note on the European Council and its functions, as well as information on how to find out more about its work.

The European Council sets the political direction and strategic priorities for the EU, but it does not exercise legislative functions. It comprises the heads of state or government of each EU member state, together with the President of the European Council and the President of the Commission. The High Representative for Foreign Affairs and Security Policy also plays a role.
