Uniform Computer Information Transactions Act (UCITA)

A uniform state contract law proposed in 1999 and developed by the National Conference of Commissioners on Uniform State Laws to regulate software licensing and other computer information transactions (for example, contracts to distribute information over the internet, create computer programs, or access online databases).
Although UCITA was intended to promote clear, default rules for computer information contracts (similar to the Uniform Commercial Code for transactions concerning the sale of goods), UCITA has been met with substantial opposition, including from certain state attorneys general and consumer groups expressing concern that it favors software licensors and fails to sufficiently protect consumers.
To date, only two states, Maryland and Virginia, have adopted UCITA.
