An update on the Promoting and Enhancing Cybersecurity and Information Sharing Effectiveness (PrECISE) Act of 2011, introduced in the US House of Representatives to better secure US infrastructure from cyber attacks and facilitate the sharing of information about cyber threats among governmental and private-sector organizations.
On December 15, 2011, US Representative Dan Lungren (R-CA) and members of the Committee on Homeland Security introduced in the House of Representatives a cybersecurity bill focused on securing systems that control critical infrastructure. Titled the Promoting and Enhancing Cybersecurity and Information Sharing Effectiveness Act of 2011 (PrECISE Act), the bill would:
  • Require the Department of Homeland Security to assess cybersecurity risks for federal systems and determine standards for mitigating those risks.
  • Establish the National Information Sharing Organization (NISO), a not-for-profit organization to facilitate best practices, provide technical assistance, and enable the sharing of cyberthreat information among government and private-sector organizations.
  • Shield businesses from liability for disclosing information to NISO under its provisions.
The PrECISE Act would not require businesses to create comprehensive data security programs or provide breach notifications.
The PrECISE Act includes provisions similar to those in the Cyber Intelligence Sharing and Protection Act of 2011, another cybersecurity bill introduced in the House on November 30, 2011 that also seeks to encourage the sharing of information between the government and private businesses.
