This Legal Update reports on significant changes to the local rules and procedures for all US federal district courts and appellate courts between August 27 and September 2, 2014. It also reports on changes to the individual practice rules for the judges in select district courts during this period.

Administrative Office of the US Courts

The Administrative Office of the US Courts announced that due to changes to PACER, the judiciary is no longer able to provide electronic access to closed cases in the following five courts:
  • US Court of Appeals for the Second Circuit, for cases filed prior to January 1, 2010.
  • US Court of Appeals for the Seventh Circuit, for cases filed prior to January 1, 2008.
  • US Court of Appeals for the Eleventh Circuit, for cases filed prior to January 1, 2010.
  • US Court of Appeals for the Federal Circuit, for cases filed prior to March 1, 2012.
  • US Bankruptcy Court for the Central District of California, for cases filed prior to May 1, 2001.
The dockets and documents in these cases can be obtained directly from the relevant court. All open cases, as well as any new filings, will continue to be available on PACER.

First Circuit

District of Puerto Rico

The US District Court for District of Puerto Rico updated its CM/ECF manual. A copy of the previous version is available here.

Fourth Circuit

Fourth Circuit Court of Appeals

The US Court of Appeals for the Fourth Circuit posted a standing order, reducing the number of paper copies of briefs and appendices required to be filed in appointed counsel and in forma pauperis cases.

Fifth Circuit

Eastern District of Louisiana

The US District Court for the Eastern District of Louisiana updated its local civil rules, effective September 1, 2014, and provided a redline of the changes.

The US District Court for the Northern District of Texas updated its:

Judge Manish S. Shah updated his instructions for jury selection in civil trials.

Ninth Circuit

District of Arizona

The US District Court for the District of Arizona updated its electronic case filing administrative policies and procedures manual. A copy of the previous version is available here.

Northern District of Oklahoma

The US District Court for the Northern District of Oklahoma posted an attorney appearance form for civil matters.

District of Wyoming

The US District Court for the District of Wyoming released an administrative general order regarding the direct assignment of civil cases to magistrate judges.
