National Emissions Standards for Hazardous Air Pollutants (NESHAP)

Standards not covered by National Ambient Air Quality Standards (NAAQS) for emissions that the Environmental Protection Agency (EPA) determines might cause an increase in deaths or serious, irreversible, or incapacitating illnesses. As is true with NAAQS, primary standards are designed to protect human health and secondary standards are meant to protect the public welfare, for example by preventing damage to structures, crops, and animals.
