The US Department of Commerce has issued a final rule amending the Export Administration Regulations. Under this final rule, the Bureau of Industry and Security may now issue licenses on a case-by-case basis for the export or reexport of certain goods to Syria.

The US Department of Commerce has issued a final rule amending the Export Administration Regulations. Under this final rule, the Bureau of Industry and Security may now issue licenses on a case-by-case basis for the export or reexport of certain goods to Syria.
The US Department of Commerce published a final rule to amend the Export Administration Regulations (EAR) and implement a limited waiver of the Syria Accountability and Lebanese Sovereignty Restoration Act of 2003. The final rule allows the Bureau of Industry and Security to amend its Syria licensing policy under the EAR and issue licenses for the export or reexport of certain commodities, software and technology necessary to support the Syrian people, including exports related to:
  • Water supply and sanitation.
  • Agricultural production and food processing.
  • Power generation.
  • Oil and gas production.
The US government considers these exports necessary to restore stability and counter destabilizing influences in the region. The US has had broad sanctions prohibiting exports other than food and medicine to Syria since 2004.
This final rule becomes effective July 23, 2013.
