The FTC is seeking public comment on proposed self-regulatory guidelines submitted by the Internet Keep Safe Coalition (iKeepSafe) under the Children's Online Privacy Protection Rule's safe harbor provision.
On March 19, 2014, the FTC published a notice and request for public comment concerning proposed self-regulatory guidelines submitted by the Internet Keep Safe Coalition (“iKeepSafe”), under the safe harbor provision of the Children's Online Privacy Protection Rule (COPPA Rule).
The proposed self-regulatory guidelines, to the extent the FTC approves them, may serve as an additional safe harbor model for operators of commercial websites and online services directed to children. Existing FTC-approved models include those of:
  • Aristotle Inc.
  • The Children's Advertising Review Unit of the Council of Better Business Bureaus.
  • The Entertainment Software Rating Board.
  • TrustE.
  • PRIVO.
  • KidSAFE.
Comments are due on or before April 21, 2014. They may be submitted on paper or online through the FTC's website.
