The National Labor Relations Board (NLRB) has signed a Memorandum of Understanding (MOU) with the Ministry of Foreign Affairs and Human Mobility of Ecuador, with the aim to educate Ecuadorian employers, employees and business owners in the US on their rights and responsibilities under the National Labor Relations Act (NLRA).

The National Labor Relations Board (NLRB) has signed a Memorandum of Understanding (MOU) with the Ministry of Foreign Affairs and Human Mobility of Ecuador, with the aim to educate Ecuadorian employers, employees and business owners in the US on their rights and responsibilities under the National Labor Relations Act (NLRA).
On August 19, 2014, the NLRB announced that it has signed a Memorandum of Understanding (MOU) with the Ministry of Foreign Affairs and Human Mobility of Ecuador (Ministry of Ecuador). The NLRB states that the aim of the MOU is to improve the collaborative efforts of the NLRB and Ecuadorian government in increasing awareness in Ecuadorian employers, employees and business owners in the US of their rights and responsibilities under the NLRA. Under the terms of the MOU, the NLRB and its Regional Offices will cooperate with the Ecuadorian Embassy and Ecuadorian consulates nationwide to:
  • Provide:
    • outreach;
    • education; and
    • training.
  • Develop best practices.
This framework has been used by other federal labor agencies, including the Department of Labor, which have similar agreements with the Ecuadorian Embassy and its consulates.
Cooperative efforts based on the MOU will lead to:
  • An increase in the NLRB's ability to provide employers, including Ecuadorian business owners in the US, with resources, including education and training regarding their NLRA rights.
  • An increase in the NLRB's ability to meet with Ecuadorian workers in the US to provide solutions for specific issues.
  • The development of procedures that enable Ecuadorian consulates in the US to:
    • assist the NLRB in locating Ecuadorian nationals in Ecuador who might aid in NLRB investigations, trials or compliance matters; and
    • refer complaints of Ecuadorian employers, employees and business owners in the US to the appropriate NLRB Regional Office.
