This US immigration update addresses a Memorandum of Understanding (MOU) signed by the Equal Employment Opportunity Commission (EEOC) and the Mexican Ministry of Foreign Affairs. The MOU is designed to strengthen their collaborative efforts to provide immigrant, migrant and other Mexican workers with information and guidance about their rights and responsibilities under the laws enforced by the EEOC.
On August 29, 2014, the EEOC announced that it had signed a Memorandum of Understanding (MOU) with the Mexican Ministry of Foreign Affairs. The MOU is designed to strengthen the collaborative efforts of its participants to provide immigrant, migrant and other Mexican workers with information and guidance about their rights and responsibilities under the laws enforced by the EEOC. The MOU, which took effect on the day of its signing, will enhance cooperative relationships between the participants concerning:
  • Training and education.
  • Outreach and communication.
  • Dialogue about compliance with laws and regulations enforced by the EEOC.
The specific goals of the MOU include:
  • Improving compliance with workplace laws applicable to Mexican nationals in the US and reducing violations of those laws.
  • Launching a program to educate Mexican nationals about applicable workplace laws.
  • Providing EEOC training to Mexican consular staff in the US regarding the application and enforcement of EEOC statutes and regulations.
  • Conducting informational forums at the Mexican Consulates in the US.
  • Setting up systems where the EEOC can:
    • locate Mexican nationals who have returned to Mexico; and
    • provide them with collected compensation owed from employers.
The agreement is intended to continue for three years.
