An Article describing the Department of Labor's (DOL's) best interest contract prohibited transaction exemption (BICE). In 2018, the DOL's final fiduciary investment advice rule, which included BICE, was vacated by the Fifth Circuit Court of Appeals, rendering the final rule invalid.
