This note is an analysis and noter-up of the development of Articles 1 to 3 of the proposed General Data Protection Regulation (GDPR), which will replace the Data Protection Directive (95/46/EC) when it comes into force in 2018. The note follows the course of the legislation from proposal stage through to the final text adopted in April 2016, on which the final GDPR official text is based. The note sets out comments made and amendments proposed or agreed by relevant EU and UK institutions, such as the European Commission, the European Parliament, the European Council, the Article 29 Working Party, the European Data Protection Supervisor (EDPS) and the Information Commissioner's Office (ICO).
