The European Commission has published its “Modernisation Package”, accompanying Regulation No 1/2003 on the implementation of Articles 81 and 82 EC, which will come into force on 1 May 2004. The draft modernisation package consists of a procedural regulation (hearings, complaints and access to file) and six notices relating to, among other things, the “effect on trade” concept, co-operation within the network of competition authorities, and so on. Interested parties are invited to submit their comments.
