On 6 March 2008 the Equality and Human Rights Commission (EHRC) launched an inquiry into the state of human rights in Britain using their powers under section 16 of the Equality Act 2006. The inquiry will be chaired by Dame Nuala O'Loan, formerly Police Ombudsman of Northern Ireland. The lead Commissioner representing the EHRC on the inquiry will be Francesca Klug, professorial research fellow at the Centre for the Study of Human Rights at the London School of Economics. The inquiry is expected to produce a final report in December 2008.

The inquiry will investigate public attitudes to the Human Rights Act 1998 (HRA), how the HRA and related international conventions are working in Britain and how they are used by public authorities and other organisations. The EHRC are seeking views on the draft terms of reference for the inquiry by 31 March 2008.
