This Article addresses the Early Retiree Reinsurance Program (ERRP), which was created under the Affordable Care Act (ACA) and implemented by the Department of Health and Human Services (HHS). The program reimbursed participating employer plans for certain health benefits costs for early retirees and their spouses, surviving spouses, and dependents.
