Wheeling
In the context of electricity generation, the transporting by an entity (often a utility) of electricity that it neither owns nor will use across its transmission lines. Independent power producers generally do not own the transmission lines that they need to deliver the electricity produced by their power plants (or generating stations) to their customers. They must, therefore, enter into agreements with the owners of these lines to meet their obligations to their customers. A wheeling or transmission agreement is not required, however, if the customer of the power plant's electricity is the utility.
