This Legal Update reports on significant changes to the local rules and procedures for all US federal district and appellate courts between July 24 and July 30, 2013. It also reports on changes to the individual practice rules for judges in select district courts during this time period.
First Circuit
District of Rhode Island
The US District Court for the District of Rhode Island added a new general order regarding the assignment of cases using a revised civil cover sheet.
Second Circuit
Eastern District of New York
The US District Court for the Eastern District of New York revised its CM/ECF civil events list.
Southern District of New York
- The US District Court for the Southern District of New York updated its attorney admission instructions.
- Recently-appointed Judge Nelson Roman added the following documents:

Eastern District of Pennsylvania
The US District Court for the Eastern District of Pennsylvania added Judges Nitza Quiñones Alejandro and Jeffrey Schmehl to its list of district court judges.

District of the Virgin Islands
The US District Court for the District of the Virgin Islands posted a notice to members of the district court bar regarding membership renewal.

The US District Court for the Northern District of Illinois added a webpage regarding ECF registration for existing Northern Illinois general bar members.
Southern District of Illinois
The US District Court for the Southern District of Illinois made an announcement that the updated Notice and Consent to Proceed Before a Magistrate Judge form may now be electronically filed. The court previously required the form to be submitted in paper format for electronic filing by court personnel.

Central District of California
- The US District Court for the Central District of California updated its Mediation Confidentiality Agreement.
- Judge Audrey Collins updated her Scheduling Conference Order. The old order is available here.
- Judge Michael Fitzgerald updated his policy on mandatory chambers copies.
- Judge Gary Klausner amended his standing order regarding newly assigned cases, adding a section on applications to file documents under seal. The old order is available here.
- Judge Consuelo Marshall updated her policy on mandatory chambers copies.
- Judge Otis Wright II updated his procedures to add that in camera documents are not part of the Under Seal Documents pilot program.
