Program (Construction)

A written statement identifying the owner's design objectives, constraints, criteria, and goals for a construction project. The program is created at the inception of the project, ordinarily with input from the owner, the intended users, one or more design professionals, and other consultants, where needed.
The program formalizes the owner's vision and desired outcomes for the project and guides the project's design. It generally identifies:
  • A summary of the project, including the needs and objectives of the owner and users.
  • Intended uses for the project.
  • Site analysis and requirements.
  • Building material elements.
  • Space requirements and relationships.
  • Flexibility and expandability to meet future needs.
  • Special technology and equipment.
  • Sustainability requirements and goals.
  • Scheduling requirements.
  • Financing and budgetary considerations.
  • Statutory and regulatory requirements.
  • Imaging, graphics, and sketches.
  • Spatial listings and diagrams.
  • Conclusions and summaries of the reviewed information.
  • Any other special assumptions, conditions, or requirements.
