An agreement to set up a forum of employees or employee representatives to enable an employer to inform and consult its employees about workplace issues. The agreement satisfies the requirements for a pre-existing agreement under regulation 8 of the Information and Consultation of Employees Regulations 2004 (SI 2004/3426) (ICE Regulations). The agreement should not be used where at least 2% of the workforce has requested a negotiated agreement or the employer has given notice to the workforce that it intends to negotiate an agreement under the ICE Regulations.
