On 17 April 2012, the Environment Agency (EA), the Scottish Environment Protection Agency (SEPA) and the Northern Ireland Environment Agency (NIEA) published consolidated guidance for participants in phase one of the CRC Energy Efficiency Scheme (CRC). The guidance (called a manual by the EA), replaces 31 existing guidance documents on specific aspects of the CRC. The manual says that no substantive changes have been made to earlier guidance.
On 17 April 2012, the Environment Agency (EA), the Scottish Environment Protection Agency (SEPA) and the Northern Ireland Environment Agency (NIEA) published consolidated guidance for participants in phase one of the CRC Energy Efficiency Scheme (CRC).
The guidance (called a manual by the EA), has 258 pages and aims to help participants comply with the CRC Energy Efficiency Scheme Order 2010 (SI 2010/768) during Phase 1 (April 2010 to March 2014). It replaces 31 existing guidance documents on specific aspects of the CRC. The manual provides a single point of reference on all parts of the scheme to reduce the amount of documentation that participants need to review to ensure compliance. The manual does not list the guidance documents that have been replaced. Participants will have to refer to the EA's websites to see if a guidance document is still available. If it is not, then it is likely that the document has been superseded by the manual.
The manual says that no substantive changes have been made when consolidating earlier guidance documents, although areas where participants have said that previous wording was unclear have been clarified.
The manual also sets out the requirements of the Draft CRC Energy Efficiency Scheme (Allocation of Allowances for Payment) Regulations 2012 (see Legal update, CRC: government lays draft regulations on sale of allowances before Parliament) and explains how to comply with them.
The manual is made up of:
  • A main section (that the EA thinks will provide most participants with all the information they need).
  • A glossary.
  • A series of annexes (A to N) that provide further details on specific issues (for example, Annex B on the overlap with Climate Change Agreements and the EU Emissions Trading Scheme).
The main section of the manual is divided into the following sections:
  • An overview of the scheme for those new to CRC (section 1).
  • A summary of the main aspects of CRC to remind participants of the basic rules and principles of the scheme (section 2).
  • Assessing a participant's structure and collating information about energy supplies (section 3).
  • Reporting CRC supplies (section 4).
  • Purchasing and surrendering allowances and validity of allowances (section 5).
  • Keeping records in an evidence pack (section 6)
  • Performance tables (section 7)
  • Account maintenance including informing the scheme administrator of changes affecting the organisation (section 8).
