On October 17, 2012, the FCC released a Report and Order establishing a Public Safety Answering Point Do-Not-Call Registry as part of the Middle Class Tax Relief and Job Creation Act of 2012.
In an October 17, 2012 Report and Order, the FCC announced new rules and established a Do-Not-Call Registry for telephone numbers used by facilities designated to receive emergency calls and route them to emergency service personnel (Public Safety Answering Points or PSAPs). The new rules and registry are promulgated under the Middle Class Tax Relief and Job Creation Act of 2012 to remedy the tying up of public safety lines by so-called "robocalls" made by automatic dialing equipment.
The new rules prohibit the use of automatic dialing equipment to contact PSAP registry numbers for non-emergency purposes. The Decision and Order includes rules for:
  • The creation and ongoing management of the PSAP telephone number registry.
  • The requirements for adding PSAP telephone numbers.
  • Granting and tracking access by operators of automatic dialing equipment.
  • Protecting the registry from unauthorized disclosure or dissemination of registered PSAP numbers.
The FCC will set an effective date for the rules when the registry becomes operational.
