On 24 April 2013, the First-tier Tribunal (Information Rights) held that Carmarthenshire County Council must disclose, under the Freedom of Information Act 2000 (FOIA), a list of the dog breeders that it regulates. The tribunal ruled that section 40(2) of FOIA (which states that personal data may be exempt from disclosure) did not outweigh the public interest in disclosure, as licensing is a public regulatory process.
