In June 2011, the Environment Agency published a note to clarify the rules on how participants in the CRC Energy Efficiency Scheme (CRC) can benefit from the installation of automatic metering (AMR) in the Early Action Metric (EAM) in Phase 1 of the scheme. The EAM is relevant to a participant's ranking in the CRC League Table, the first of which is due to be published in October 2011.

In June 2011, the Environment Agency (EA) published a note to clarify the rules on how participants in the CRC Energy Efficiency Scheme (CRC) can benefit from the installation of automatic metering (AMR) in the Early Action Metric (EAM) in Phase 1 (the Introductory Phase) of the scheme. Starting in October 2011, the EA will publish an annual League Table (also known as a Performance Table) ranking CRC participants based on three metrics:
  • Early Action Metric (EAM).
  • Absolute Metric.
  • Growth Metric.
The information used to rank participants under the three metrics will come from the annual reports, the first of which is due by 29 July 2011.
The only metric that applies in the first year of Phase 1 is the EAM. The EAM is designed to give participants credit for actions they took to reduce their emissions before the start of, or during, Phase 1 of the CRC. The EAM is based on two equally weighted factors:
  • The percentage of a participant's total electricity and gas consumption (which is not subject to settled half hourly meters (HHMs) in the case of electricity or daily meters in the case of gas) in respect of which they have chosen to install AMR or which is dynamic supply.
  • The percentage of a participant's CRC emissions that is covered by either the Carbon Trust Standard (CTS) or another equivalent accreditation scheme.
According to the EA's clarification note, some organisations believe that, provided they installed voluntary AMR by 31 March 2011, they will receive the same benefit under the EAM as if they had installed AMR on 1 April 2010. This is incorrect. Participants will benefit from the percentage of their supplies measured through AMR during the first year of Phase 1 (1 April 2010-31 March 2011). Therefore, the earlier a participant installed AMR and measured their supplies through those meters, the greater the benefit they will receive under the EAM.
