This Legal Update reports on significant changes to the local rules and procedures for all US federal district courts and appellate courts between January 28 and February 3, 2015. It also reports on changes to the individual practice rules for the judges in select district courts during this period.

PACER

The usage fee for state, local and federal government PACER accounts will increase from $0.08 per page to $0.10 per page effective April 1, 2015. This is the same rate that is currently charged to non-government accounts.

District of Delaware

The US District Court for the District of Delaware updated its policies regarding service of documents via registered mail.

Eastern District of Pennsylvania

Fifth Circuit

Fifth Circuit Court of Appeals

The US Court of Appeals for the Fifth Circuit announced that it is implementing pay.gov, which will permit the court to accept online payments by electronic check, credit card or debit from a checking or savings account.

Eastern District of Texas

Judge Rodney Gilstrap added a referral order for civil actions assigned to his part.
Judge Robert W. Schroeder III added a referral order for civil actions assigned to his part.

Sixth Circuit

Eastern District of Michigan

Northern District of Illinois

Judge Jorge L. Alonso added a status report for reassigned cases.
Judge John Robert Blakey added instructions about proposed orders.

Southern District of Illinois

The US District Court for the Southern District of Illinois announced that attorneys are now required to open all civil cases using the Case Management Electronic Case Filing (CM/ECF) System.

Ninth Circuit

District of Alaska

The US District Court for the District of Alaska announced that it is adopting Microsoft Word as its standard word processing program, effective February 17, 2015. After that date, the court will not accept any submissions in WordPerfect format.
