On 5 October 2009, the Asian Domain Name Dispute Resolution Centre (ADNDRC) announced that it was investigating potential claims against its Hong Kong office and its personnel, through a special committee formed by the ADNDRC Council. The special committee is chaired by the Hon Justice Michael Hartmann.
The ADNDRC provides dispute resolution services for generic top level domain names. The ADNDRC (Hong Kong office) is operated and managed by the Hong Kong International Arbitration Centre (HKIAC), and is the only provider in Asia approved by the Internet Corporation for Assigned Names and Numbers to provide such services.
The investigation arose from allegations made against some of ADNDRC's administrative personnel in Hong Kong in relation to the handling of a particular domain name dispute. The domain name applicant has allegedly claimed that certain ADNDRC panellists and some other HKIAC staff helped the claimants win their case by means of fraud.
The special committee will report its findings to the ADNDRC Council whilst allegations made against individual ADNDRC panellists will be investigated by the ADNDRC Council directly. Pending the outcome of the investigations, the ADNDRC has declined to give any public comment on the matters which are the subject of the investigation.
