This Legal Update reports on significant changes to the local rules and procedures for all US federal district and appellate courts between March 6 and 12, 2013. It also reports on changes to the individual practice rules for judges in select district courts during this time period.
Second Circuit
District of Connecticut
- The court updated its Jury Plan.
- The court posted a PDF form Registration for Wireless Internet Access.
- The court posted a PDF form Petition for Admission.
Southern District of New York
- Judge George B. Daniels updated his Individual Practices.
- Judge Katherine B. Forrest updated her Individual Practices in Civil Cases.
Third Circuit
District of Delaware
- The court's filing system will now use the new Civil Cover Sheet, JS-44.
- Magistrate Judge Sherry R. Fallon has made minor corrections to her Scheduling Order for Non-Patent Cases.
District of New Jersey
- The court has updated its CM/ECF Special Procedures by Judicial Officer to reflect that for Judge Michael A. Hammer:
- one courtesy copy of motion papers and briefs must be sent by regular mail to chambers;
- proposed orders must be electronically filed;
- letters must be electronically filed;
- confidential memorandums must be faxed directly to chambers; and
- parties must contact chambers for approval before faxing any documents.

Beginning March 1, 2013, the court accepts credit cards for transactions in the clerk's office.
Western District of Wisconsin
- The court has discontinued over-the-phone credit card payments and payment by check of the fee for admission to practice. Attorneys seeking admission are now required to use pay.gov.
- The court has amended section VI(E) on transcripts of its ECF Administrative Procedures.
Eighth Circuit
District of South Dakota
The court has added several PDF forms:
- Civil Cover Sheet, amended February 8, 2013.
- Fillable Complaint, amended March 5, 2013.
- Judge Charles B. Kornmann's Order to Admit Pro Hac Vice.
Ninth Circuit
District of Alaska
The court has updated its Electronic Filing Administrative Policies and Procedures.
Central District of California
Judge Audrey B. Collins updated her Order re: Settlement Conference.
Eastern District of California
The court has amended its Local Rules, effective February 19, 2013.
Northern District of California
- A new process for ordering transcripts in the Northern District of California will go into effect March 18, 2013.
- Magistrate Judge Paul Singh Grewal's Criminal Duty Matters are now held Thursdays at 10:30 am, and all other days at 9:30 am.
- Judge Charles R. Breyer has posted new Standing Orders and an Order Setting Case Management Conference.
- Judge Yvonne Gonzalez Rogers has updated her Label Trial Exhibit Tags.
Southern District of California
Judge Gonzalo P. Curiel has posted new Civil Pretrial and Trial Procedures.
District of Guam
The court has added its new Civil Cover Sheet.
Tenth Circuit
District of Wyoming
Effective May 1, 2013, civil filings will cost $400.00. For persons granted in forma pauperis status under 28 U.S.C. § 1915, the cost will remain $350.00.
Eleventh Circuit
Southern District of Alabama
District Judge Kristi K. DuBose has added Individual Practices.
Middle District of Florida
The court has posted a new Mediator List.
