This Legal Update reports on significant changes to the local rules and procedures for all US federal district and appellate courts between May 29 and June 4, 2013. It also reports on changes to the individual practice rules for judges in select district courts during this time period.

DC Circuit

District of Columbia

The US District Court for the District of Columbia issued supplemental instructions, effective June 1, 2013, requiring attorneys to file all amended complaints, crossclaims, counterclaims and third-party complaints in CM/ECF.

First Circuit

First Circuit Court of Appeals

The US Court of Appeals for the First Circuit announced that the court adopted amendments to Local Rule 46.01(a)(1) and Internal Operating Procedure II(A), which require that attorneys seeking admission to the First Circuit Bar submit their Bar application and pay the admission fee electronically through CM/ECF.

Southern District of New York

Judge Katherine B. Forrest updated her Model Protective Order 1.
Judge Jesse M. Furman updated the following:

Fourth Circuit

Fourth Circuit Court of Appeals

The US Court of Appeals for the Fourth Circuit amended local rules 36(b) and 46(c), effective June 1, 2013, and provided a redline of the changes.

Middle District of North Carolina

The US District Court for the Middle District of North Carolina updated its court fees with a $40 taxable witness fee.

Fifth Circuit

Northern and Southern Districts of Mississippi

The US District Courts for the Northern and Southern Districts of Mississippi updated their local uniform civil rules and local uniform criminal rules, effective April 30, 2013. The old local uniform civil rules are available here and the old local uniform criminal rules are available here.

Seventh Circuit

Northern District of Illinois

The US District Court for the Northern District of Illinois posted the following general orders announcing amendments to its local rules:

The Northern District of Illinois also updated its maximum transcript rates fee schedule to reflect the amendment to Local Rule 54.1.

Southern District of Illinois

Judge Michael J. Reagan updated his Case Management Procedures. The old procedures are available here.

Southern District of Indiana

The US District Court for the Southern District of Indiana revised its Electronic Case Filing Policies and Procedures Manual. The previous version of the manual is available here.

Ninth Circuit

Central District of California

The US District Court for the Central District of California announced amendments to its local rules, effective June 1, 2013.
Judge Beverly Reid O'Connell posted an Order Setting Scheduling Conference.
Judge Fernando M. Olguin updated his:

  • Policy on mandatory chambers copies of e-filed documents.
