This Legal Update reports on significant changes to the local rules and procedures for all US federal district and appellate courts between June 26 and July 2, 2013. It also reports on changes to the individual practice rules for judges in select district courts during this time period.
US Supreme Court

Third Circuit
Western District of Pennsylvania
The US District Court for the Western District of Pennsylvania amended its CM/ECF policies and procedures. The old CM/ECF policies and procedures are available here.
Fourth Circuit
Eastern District of Virginia
Beginning July 15, 2013 in the US District Court for Eastern District of Virginia, all submissions should be filed electronically, unless the document is excluded from e-filing, such as a sealed document, in the Norfolk and Newport News Divisions.
Western District of Virginia
The US District Court for the Western District of Virginia amended specific local rules, effective August 1, 2013.
Fifth Circuit
Northern District of Texas
The US District Court for the Northern District of Texas updated the judges' copy requirements for electronic filing.
Sixth Circuit
Eastern District of Michigan
The US District Court for the Eastern District of Michigan updated its local civil rules, effective July 1, 2013, and provided a redline of the changes.
Seventh Circuit
Northern District of Illinois
The US District Court for the Northern District of Illinois posted a general order amending local rule 5.2. The local rules have been updated to reflect this change. The old local rules are available here.
Eighth Circuit
Eastern District of Missouri
The US District Court for the Eastern District of Missouri amended Local Rule 6.02, effective July 1, 2013, and provided a redline of the changes.
Ninth Circuit
Ninth Circuit Court of Appeals
The US Court of Appeals for the Ninth Circuit updated its:
- Local rules, effective July 1, 2013, and provided a redline of the changes.
- ECF user guide. A copy of the old ECF user guide is available here.
Northern District of California
Magistrate Judge Nandor J. Vadas updated his standing order. A copy of the judge's old standing order is available here.
Eastern District of Washington
The US District Court for the Eastern District of Washington court revised its:
- Local rules, effective July 1, 2013, and provided a summary of the changes.
- CM/ECF procedures for civil cases. A copy of the old procedures is available here.
Additionally, the court increased its pro hac vice fee from $150 to $200.
Eleventh Circuit
Eleventh Circuit Court of Appeals
The US Court of Appeals for the Eleventh Circuit posted a general order that institutes requirements for filing appendices on appeal where the district court is filing only an electronic record on appeal.

Southern District of Florida
The US District Court for the Southern District of Florida increased its fee to file a notice of removal from $350 to $400.
Northern District of Georgia
The US District Court for the Northern District of Georgia changed its application and procedure, effective July 1, 2013, for pro hac vice admission.
