Types of partnerships between the Romanian authorities and private investors | Practical Law

This article examines the legal framework under which private investors can collaborate with the Romanian authorities to establish partnerships including public private partnerships (PPPs) under Romanian law. The term "partnership" is used to refer to PPPs as well as to any type of collaboration between investors and the authorities concerning a building and operating project, including concessions. In particular, the classic legal framework for concessions in Romania is examined along with the draft new legal framework for public private partnership projects, including an analysis of award procedures, financing, risk share and termination.
