Glossary

Bulk Power System

As defined in the Energy Policy Act of 2005, a system consisting of:
  • Facilities and control systems necessary for operating an interconnected electric energy transmission network (or any portion of it). This includes substations, transformers and high voltage transmission lines.
  • Electric energy from generation facilities needed to maintain transmission system reliability.
The system does not include facilities used in the local distribution of electric energy, including low voltage distribution lines. In the US, bulk power systems are regulated by the North American Electric Reliability Corporation (NERC). All users, owners, and operators (for example, regional transmission organizations, independent system operators, utilities and independent power producers) of any component of the bulk power system must comply with reliability standards set by NERC to ensure the stability and reliability of the system.
