On October 1, 2013, the US Department of Commerce announced that its Internet Policy Task Force will hold a public meeting and is soliciting written comments on copyright policy issues raised in its recent green paper, Copyright Policy, Creativity, and Innovation in the Digital Economy. To date, comment and meeting dates are unaffected by the US government shutdown.
On October 1, 2013, the US Department of Commerce issued a Request for Comments announcing that its Internet Policy Task Force:
Specifically, the task force is seeking public input on the following five copyright policy issues:
  • The legal framework for the creation of remixes.
  • The relevance and scope of the first sale doctrine in the digital environment.
  • The appropriate calibration of statutory damages in the context of individual file sharers and of secondary liability for large-scale infringement.
  • Whether and how the government can facilitate the further development of a robust online licensing environment.
  • Establishing a multi-stakeholder dialogue on improving the operation of the notice and takedown system for removing infringing content from the internet under the Digital Millennium Copyright Act (DMCA).
The public meeting is scheduled to take place on October 30, 2013. Written comments are due by November 13, 2013, and comments received before October 14, 2013 will be considered in the discussions at the meeting. The notice encourages interested stakeholders to submit comments by e-mail to [email protected]. Comments also may be submitted by mail.
To date, the meeting and comment schedules are unaffected by the US government shutdown. The press release, including contact information, is accessible on the USPTO website.
Update: On October 11, 2013, the US Patent and Trademark Office issued a press release announcing that due to the government shutdown, the public meeting will now be held on December 12, 2013. The November 13, 2013 comment deadline remains the same.
