The National Development and Reform Commission has published a draft pilot version of the negative list for market access. The negative list will apply to both domestic and foreign invested businesses on a trial basis in four pilot provincial level regions that contain FTZs (that is, Shanghai, Tianjin, Guangdong and Fujian) until the new negative list approach is rolled out nationwide in 2018.
