This Legal Update reports on significant changes to the local rules and procedures for all US federal district courts and appellate courts between May 27 and June 2, 2015. It also reports on changes to the individual practice rules for the judges in select district courts during this period.

District of Columbia Circuit

District of Columbia Circuit Court of Appeals

The US Court of Appeals for the District of Columbia Circuit amended its local rules, making changes to rules 1, 25, 26, 28, 31, 32, 47.1 and 47.2. A copy of the previous version of the rules is available here.
The court revised the Handbook of Practice and Internal Procedures, effective June 1, 2015.
The court also updated its attorney admission application.

Second Circuit

Southern District of New York

The US District Court for the Southern District of New York posted a new CM/ECF electronic case opening manual.

Third Circuit

District of New Jersey

Judge James B. Clark updated his judicial preferences.

Eastern District of Pennsylvania

Judge Mark A. Kearney updated his policies and procedures. A copy of the previous version is available here.

Fifth Circuit

Eastern District of Louisiana

The US District Court for the Eastern District of Louisiana updated its CM/ECF administrative procedures. A copy of the previous version is available here.
The court also posted a notice of change when filing contested civil motions.

Eastern District of Texas

The US District Court for the Eastern District of Texas posted a general order regarding pro se document requests.

Sixth Circuit

Western District of Michigan

The US District Court for the Western District of Michigan posted a new attorney admissions form.

Seventh Circuit

Central District of Illinois

The US District Court for the Central District of Illinois amended its local rules. A redline of the changes is available here.

Northern District of Illinois

The US District Court for the Northern District of Illinois issued two general orders:
  • The first announced a technical amendment to Local Rule 83.11 Trial Bar.
  • The second announced a technical amendment to Local Rule 81.4 Habeas Corpus Proceedings in Deportation Cases.
Magistrate Judge Jeffrey Cole updated his instructions and procedures for settlement conferences. A copy of the previous version is available here.

Central District of California
