This Legal Update reports on significant changes to the local rules and procedures for all US federal district courts and appellate courts between June 3 and 9, 2015. It also reports on changes to the individual practice rules for the judges in select district courts during this period.
First Circuit
District of Massachusetts
The US District Court for the District of Massachusetts posted a notice amending Local Rule 16.4 regarding alternative dispute resolution.
The court also updated its local rules to reflect the amendment to Local Rule 16.4.
Second Circuit
Eastern District of New York
Judge Brian M. Cogan updated his individual practices. A copy of the previous version is available here.
Northern District of New York
The US District Court for the Northern District of New York gave notice soliciting proposed amendments to its local rules. The rules are effective January 1, 2016.
Southern District of New York
The US District Court for the Southern District of New York announced new ECF rules and instructions. The ECF rules and instructions were revised to reflect the new requirement, effective June 8, 2015, for parties to electronically file new civil actions.
Fifth Circuit
Eastern District of Texas
The US District Court for the Eastern District of Texas issued:
- General Order 15-14 transferring patent cases.
- General Order 15-15 transferring Sherman Division civil cases.
- General Order 15-16 assigning patent cases to Senior U.S Circuit Judge William C. Bryson.
Judge Rodney Gilstrap updated his sample docket control order.
Southern District of Texas
Judge Alfred H. Bennett added his court procedures and practices.
Sixth Circuit
Eastern District of Tennessee
The US District Court for the Eastern District of Tennessee updated its local rules. A copy of the previous version is available here.
Seventh Circuit
Central District of Illinois
The US District Court for the Central District of Illinois issued a general order revising the jury selection plan.
Eastern District of Wisconsin
The US District Court for the Eastern District of Wisconsin posted a notice regarding a change in magistrate judge mediation assignments.
Ninth Circuit
Central District of California
The US District Court for the Central District of California revised its Notice of Manual Filing or Lodging form.
Judge Beverly Reid O'Connell added the following:
- Order for discovery and inspection in criminal cases.
- Criminal motion and trial order.
- Information on the jury evidence recording system.
Magistrate Judge Gail J. Standish updated her procedures on stipulated protective orders.
District of Idaho
The US District Court for the District of Idaho made minor revisions to its local rules. A copy of the previous version is available here.
Western District of Washington
The US District Court for the Western District of Washington issued:
- General Order 4-15 regarding a pilot program for electronic service in social security cases.
- General Order 5-15 regarding social security cases.
- General Order 6-15 adopting amendments to its local rules.
The court also updated its local rules to reflect the amendments and provided a redline of the changes.
Tenth Circuit
District of Colorado
The US District Court for the District of Colorado posted guidelines and a checklist for electronic discovery.
