An Article providing an overview of the federal permitting requirements that regulate stormwater discharges from construction sites, commercial properties, and some light industrial properties. Specifically, this Article discusses regulation of stormwater under the Clean Water Act's (CWA) National Pollutant Discharge Elimination System (NPDES) permitting program, Phase I and Phase II stormwater rules, and state and municipal stormwater programs.
