This Legal Update reports on significant changes to the local rules and procedures for all US federal district courts and appellate courts between September 16 and 22, 2015. It also reports on changes to the individual practice rules for the judges in select district courts during this period.
US Judicial Conference
The Judicial Conference of the United States adopted amended rules for judicial conduct and disability proceedings and also approved an updated strategic plan for the federal judiciary, effective September 17, 2015.

District of Columbia

First Circuit
District of Massachusetts
The US District Court for the District of Massachusetts amended Local Rule 203 regarding bankruptcy appeals, effective September 28, 2015.
Second Circuit
Eastern District of New York
Judge Carol B. Amon updated her individual motion practices and rules. A copy of the previous version is available here.
Southern District of New York
Judge Katherine B. Forrest updated her individual rules of practice in civil cases. A copy of the previous version is available here.

Middle District of North Carolina
The US District Court for the Middle District of North Carolina updated its electronic case filing administrative policies and procedures manual. A copy of the previous version is available here.

Southern District of Texas
Judge Gray H. Miller:

- Added a scheduling conference order.
- Added a standing order in limine.
Sixth Circuit
Eastern District of Kentucky
The US District Court for the Eastern District of Kentucky:

Eastern District of Michigan
The US District Court for the District of Michigan announced that it approved amendments to L.R. 7.1, regarding motion practice, effective October 1, 2015. The notice contains a redline of the amended rule.
Middle District of Tennessee
The US District Court for the Middle District of Tennessee announced that as of September 21, 2015, it has begun accepting civil complaints and other case initiating documents in CM/ECF.
Eighth Circuit
Western District of Missouri
The US District Court for the Western District of Missouri issued a:
- General order revising Local Rule 2016-1G2 relating to payment of attorney fees through Chapter 13 plan in dismissed cases.
- General order revising Local Rule 3089-1 relating to refunds in dismissed Chapter 13 Cases.
Ninth Circuit
Northern District of California
