This Legal Update reports on significant changes to the local rules and procedures for all US federal district courts and appellate courts between September 30 and October 6, 2015. It also reports on changes to the individual practice rules for the judges in select district courts during this period.

Supreme Court

The US Supreme Court announced that, beginning with the October 2015 term:
  • Post-release edits to slip opinions on the court's website will be highlighted and the date they occur will be noted.
  • Web-based content included in court opinions from the 2005 term onward will available on the court’s website.
  • Line standers will not be permitted and only court bar members who intend to attend argument will be allowed in the line for the bar section.

Administrative Office of the US Courts

The Administrative Office of the US Courts announced new rates for contract court interpreters, effective October 1, 2015.

The US District Court for the Eastern District of Pennsylvania issued a notice stating that Judges Joel H. Slomsky, Gerald J. Pappert and Mary A. McLaughlin relocated chambers.

Fourth Circuit Court of Appeals

The US Court of Appeals for the Fourth Circuit amended the following local rules, effective October 1, 2015:

  • Local Rule 25(a)(1)(E), regarding vouchers.
  • Local Rule 30(b)(4), regarding number of copies.
  • Local Rule 31(d), regarding number of copies.
  • Local Rule 32(a), regarding reproduction of appendices.
  • Local Rule 32(b), regarding length of briefs.
  • Local Rule 34(c), regarding court sessions and notification to counsel.
  • Local Rule 39(c), regarding recovery of costs in the district court.

Middle District of Louisiana

The US District Court for the Middle District of Louisiana announced that the certificate of good standing request process is available online effective October 1, 2015.

Southern District of Texas

The US District Court for the Western District of Texas, Austin Division, updated its requirements for attorney admissions.

Northern District of Illinois

The US District Court for the Northern District of Illinois issued General Order 15-0024 regarding petitions for retroactive application of Johnson v. United States.

Northern District of Indiana

The US District Court for the Northern District of Indiana issued General Order No. 2015-7 regarding the assignment of civil cases.

Eighth Circuit

District of Minnesota

The US District Court for the District of Minnesota posted new rates of juror subsistence payments for individuals from various parts of the state, for the period spanning October 1, 2015 through September 30, 2016.

Ninth Circuit

District of Alaska

The US District Court for the District of Alaska announced that it is accepting credit card payments for items listed under its schedule of fees, effective September 30, 2015.

Central District of California

Magistrate Judge Gail J. Standish updated her judges' procedures and schedules to reflect a change to which floor mandatory chambers copies of all e-filed documents must be delivered.

Eastern District of California

Judge William B. Shubb announced that all calls regarding case-related matters must be made to his courtroom deputy.

Eleventh Circuit

Middle District of Florida

The US District Court for the Middle District of Florida announced that the Tampa Division is now fully electronic and no longer accepts paper applications.
