This Legal Update reports on significant changes to the local civil and criminal rules and procedures for all US federal district courts and appellate courts between November 25 and December 1, 2015. It also reports on changes to the individual civil and criminal practice rules for the judges in select district courts during this period.
Administrative Office of US Courts
The Administrative Office of US Courts:
- Announced amendments to the Federal Rules of Civil Procedure (FRCP). A copy of the rule amendments is available here.
- Updated the court of appeals miscellaneous fee schedule.

First Circuit
District of Maine
The US District Court for the District of Maine amended its local rules. A copy of the previous version is available here.
District of New Hampshire

The US District Court for the District of Rhode Island updated its local rules. A copy of the previous version is available here.
Fourth Circuit
Eastern District of North Carolina
The US District Court for the Eastern District of North Carolina amended its:
- Local civil rules, and provided a redline of the changes.
- Local criminal rules, and provided a redline of the changes.
Fifth Circuit
Eastern District of Louisiana
The US District Court for the Eastern District of Louisiana updated its rules for lawyer disciplinary enforcement.
Northern and Southern Districts of Mississippi
The US District Courts for the Northern and Southern Districts of Mississippi amended their local civil rules. A copy of the previous version is available here.
Seventh Circuit
Northern District of Illinois
The US District Court for the Northern District of Illinois:
- Issued a general order regarding FRCP 4(m).
- Updated its internal operating procedures.
Southern District of Indiana
The US District Court for the Southern District of Indiana issued a general order regarding amendments to FRCP 4(m).
Eighth Circuit
District of Minnesota
The US District Court for the District of Minnesota updated its local rules, and provided a redline of the changes.
District of Nebraska
The US District Court for the District of Nebraska issued a general order regarding amendment of FRCP 4(m).
Ninth Circuit
District of Arizona
The US District Court for the District of Arizona amended its local rules, and provided a redline of the changes.
Central District of California
The US District Court for the Central District of California:
- Amended its local civil and local criminal rules, and provided a redline of the changes.
- Updated its application for permission for electronic filing.
Northern District of California
Judge James Donato updated his standing order for jury trials.
Judge Ronald M. Whyte updated his standing order regarding pretrial preparation.
Southern District of California
The US District Court for the Southern District of California updated its fee schedule.
Tenth Circuit
Tenth Circuit Court of Appeals
The US Court of Appeals for the Tenth Circuit amended its local rules, effective January 1, 2016, and provided a redline of the changes.
District of Colorado
The US District Court for the District of Colorado amended its local rules, and provided a redline of the changes.
District of Utah
The US District Court for the District of Utah amended its local rules, and provided a redline of the changes.
Eleventh Circuit
Eleventh Circuit Court of Appeals
The US Court of Appeals for the Eleventh Circuit:

- Updated its application to appear pro hac vice.
Middle District of Florida
The US District Court for the Middle District of Florida updated its fee schedule.
Northern District of Florida
