This Chart tracks the Department of Justice (DOJ) Antitrust Division's investigation into the manipulation of the London InterBank Offered Rate (LIBOR). The DOJ's investigation is in tandem with other investigations of LIBOR manipulation including those of the Commodity Futures Trading Commission and the U.K. Financial Conduct Authority. The DOJ charged 14 individuals and ten companies with allegedly illegally manipulating LIBOR, though filed for dismissal of charges against one company and five individuals. As of December 2023, the DOJ has issued over $2.5 billion in fines and five defendants have received sentences including prison time as a result of this investigation.
Certain parties charged with LIBOR manipulation have also been charged in a separate investigation into manipulation of the foreign currency exchange (FX) spot market (see Related Content).
