Transmission owner (TO)

This term has different meanings depending on the context in which it is used.
In the context of electricity, the owner of transmission assets. In Great Britain:
The onshore and offshore transmission systems have a single system operator (SO) who is responsible for ensuring the stability and security of the entire GB transmission system.
Ofgem is developing a regime for the separate ownership of new, separable and high value onshore transmission assets by competitively appointed transmission owners (CATOs). For more information, see Practice note, Competitively appointed transmission owner (CATO) projects: overview.
In the context of gas, the owner of the gas national transmission system (NTS), which is currently National Gas Transmission (NGT). NGT is also the system operator (SO) for the NTS.
