Planning and Advanced Reservation of Capacity Agreement (PARCA)

As used for gas, a bilateral contract between a developer and National Gas Transmission (NGT) that allows long term national transmission system (NTS) capacity to be reserved while a project is being developed before the developer commits to buy the capacity. A PARCA does not provide the developer with a connection to the NTS. The PARCA framework replaces the Advanced Reservation of Capacity (ARCA) for NTS exit capacity and the Planning Consent Agreement for both NTS exit and entry capacity.
