This Legal Update reports on significant changes to the local civil and criminal rules and procedures for all US federal district courts and appellate courts between October 26 and November 1, 2016. It also reports on changes to the individual civil and criminal practice rules for the judges in select district courts during this period.
Second Circuit
Eastern District of New York
The US District Court for the Eastern District of New York revised its CM/ECF user's guide.
Northern District of New York
The US District Court for the Northern District of New York renamed its current Jury Plan as General Order #24A. General Order #24A remains in effect and governs the selection of grand and petit jurors until the new jury wheel is complete in connection with General Order #24.
Third Circuit
Western District of Pennsylvania
The US District Court for the Western District of Pennsylvania revised its local rules, effective November 1, 2016. A copy of the previous version is available here.

District of Maryland
The US District Court for the District of Maryland updated its fee schedule, effective December 1, 2016.
Sixth Circuit
Northern District of Ohio
The US District Court for the Northern District of Ohio posted General Order No. 2016-23 regarding magistrate judge social security docket rebalancing.
Seventh Circuit
Northern District of Illinois
Magistrate Judge Jeffrey Cole posted a notice regarding time limits for oral argument on motions.
Western District of Wisconsin
The US District Court for the Western District of Wisconsin updated its fee schedule, effective December 1, 2016.
The court also revised its electronic filing procedures regarding social security hearing transcripts.
Eighth Circuit
Eighth Circuit Court of Appeals
The US Bankruptcy Appellate Panel for the Eighth Circuit revised its local rules, effective November 1, 2016.
Western District of Arkansas
The US District Court for the Western District of Arkansas updated its fee schedule.
District of Minnesota
The US District Court for the District of Minnesota revised its fee schedule.
District of North Dakota
The US District Court for the District of North Dakota revised its local rules, effective November 1, 2016.
Ninth Circuit
Ninth Circuit Court of Appeals
The US Court of Appeals for the Ninth Circuit revised its local rules, effective December 1, 2016, and provided a redline of the changes.
Eastern District of California
The US District Court for the Eastern District of California updated its fee schedule, effective December 1, 2016.
Judge Kimberly J. Mueller revised her standing order regarding discovery matters and other magistrate judge referrals.
Northern District of California
The US District Court for the Northern District of California revised:
- General Order 25 regarding the appointment and reimbursement of pro bono counsel.
- Its criminal cover sheet.
Judge Yvonne Gonzalez Rogers revised her standing order in civil cases. A copy of the previous version is available here.
Western District of Washington
The US District Court for the Western District of Washington increased its filing fees for petition for admission to practice and pro hac vice admission.
Tenth Circuit
Tenth Circuit Court of Appeals
The US Court of Appeals for the Tenth Circuit updated its fee schedule, effective December 1, 2016.
District of New Mexico
The US District Court for the District of New Mexico adopted amendments to D.N.M.LR-Cr. 32, effective November 1, 2016.
District of Wyoming
The US District Court for the District of Wyoming updated its fee schedule, effective December 1, 2016.
District of Utah
The US District Court for the District of Utah revised its pro hac vice procedures.
Eleventh Circuit
Northern District of Georgia
The US District Court for the Northern District of Georgia updated its fee schedule.
The court also increased the bar admission application fee to $181.00, effective December 1, 2016.
