This Legal Update reports on significant changes to the local civil and criminal rules and procedures for all US federal district courts and appellate courts between February 1 and 7, 2017. It also reports on changes to the individual civil and criminal practice rules for the judges in select district courts during this period.
District of Columbia Circuit
District of Columbia Court of Appeals
The US Court of Appeals for the District of Columbia Circuit posted a new handbook of practice and internal procedures.
Second Circuit
Southern District of New York
Judge Paul A. Crotty updated his:

Eastern District of Louisiana
Magistrate Judge Karen Wells Roby updated her judge's information on settlement conferences.
Sixth Circuit
Eastern District of Kentucky
The US District Court for the Eastern District of Kentucky increased fees for restricted delivery of service of process.
Western District of Michigan
The US District Court for the Western District of Michigan posted:
- An updated fee schedule.
- An administrative order regarding the reassignment of cases formerly assigned to Judge Robert Holmes Bell.

Central District of Illinois
The US District Court for the Central District of Illinois revised its court fees, implementing or increasing fees on miscellaneous filings, record searches, copy fees, and certificates of good standing.
Northern District of Illinois
Judge Jorge L. Alonso updated his case procedures for bankruptcy appeals.
Magistrate Judge Ian D. Johnston updated his case procedures for initial status conferences and reports.
Western District of Wisconsin
The US District Court for the Western District of Wisconsin revised its attorney admissions procedures, updating the process for requesting a certificate of good standing or duplicate certificate of admission.
Eighth Circuit
Eighth Circuit Court of Appeals
The US Court of Appeals for the Eighth Circuit revised its attorney admissions procedures, increasing the fee for admission and revising rules on entry of appearance.
Northern District of Iowa
The US District Court for the Northern District of Iowa entered an administrative order regarding the master jury wheel.
Eastern District of Missouri
The US District Court for the Eastern District of Missouri:
- Updated its administrative procedures for CM/ECF. A copy of the previous version is available here.
- Posted a notice regarding amendments to local rule 13.05 regarding pleadings and documents filed under seal, effective February 1, 2017.
- Announced that proposed local rules 2.08 and 8.03 have been amended, with a proposed effective date of February 1, 2017.
District of South Dakota

Ninth Circuit Court of Appeals
The US Court of Appeals for the Ninth Circuit updated its model civil jury instructions. A copy of the previous version is available here.

Judge Dean D. Pregerson updated his judge's procedures, adding requirements for under seal filings in civil cases.
Magistrate Judge John E. McDermott revised his judge's procedures, updating requirements for filing ex parte applications.

The US Court of Appeals for the Tenth Circuit posted updated local rules, and included a redline of the changes.
Eleventh Circuit
Northern District of Georgia
The US District Court for the Northern District of Georgia announced that revisions to Local Rule 67.1, Registry and Other Funds in the Custody of the Clerk of Court, became effective on January 31, 2017.
