This Legal Update reports on significant changes to the local civil and criminal rules and procedures for all US federal district courts and appellate courts between March 8 and 15, 2017. It also reports on changes to the individual civil and criminal practice rules for the judges in select district courts during this period.
Second Circuit
Eastern District of New York
The US District Court for the Eastern District of New York:
- Revised its regular admission and pro hac vice admission instructions, requiring that documents attached to the application, such as affidavits and certificates, be originals.
- Posted an amended administrative order regarding the extension of the merit panel for the magistrate judge vacancy in the court.
Northern District of New York
The US District Court for the Northern District of New York updated its:

Southern District of New York
The US District Court for the Southern District of New York updated its ECF rules and instructions, and posted:
- A notice describing the revisions to sections 5.1 and 13.3.
- An amended standing order describing the revisions to section 14.11.
Judge Gregory H. Woods updated his:

The US District Court for the Western District of New York updated its default judgment package.

District of Delaware
Magistrate Judge Christopher J. Burke updated his scheduling order for non-patent cases. A copy of the previous version is available here.

Eastern District of North Carolina
The US District Court for the Eastern District of North Carolina updated its attorney admission memo and application. A copy of the previous version is available here.
Southern District of West Virginia
The US District Court for the Southern District of West Virginia updated its attorney admission information, increasing fees for admission to practice and for certificates of good standing.
Sixth Circuit
Western District of Michigan
The US District Court for the Western District of Michigan posted an administrative order regarding the criminal penalty sheet.
Seventh Circuit
Seventh Circuit Court of Appeals
The US Court of Appeals for the Seventh Circuit posted a new guide for recruited attorneys representing plaintiffs in Section 1983 cases.
Northern District of Illinois
The US District Court for the Northern District of Illinois updated its:
- Fee schedule, reducing the admission fee to the general bar to $181 from $185.
- Instructions for admission to the trial bar, adding information for the sponsor’s affidavit.
The US District Court for the Northern District of Illinois also posted a general order regarding guidance on record requests from prison inmates.

District of Minnesota
The US District Court for the District of Minnesota updated its:

Central District of California
The US District Court for the Central District of California posted a general order regarding a pilot project for electronic filing of some prisoner court documents.
Judge Dolly M. Gee updated her judge’s procedures, revising instructions for contacting chambers.
Magistrate Judge Alexander F. MacKinnon updated his judge's procedures, revising rules for settlement conferences.
Magistrate Judge Jean P. Rosenbluth updated her judge’s procedures, revising instructions for mandatory chambers copies of e-filed discovery motions.
Northern District of California
Judge Haywood S. Gilliam, Jr. updated his:

District of Oregon
The US District Court for the District of Oregon announced that, beginning March 6, 2017, parties may file an individual consent to magistrate judge electronically, rather than in paper format. The court included instructions for the new procedures.
Western District of Washington
The US District Court for the Western District of Washington revised its witness fees, reducing transportation reimbursement from 54 cents per mile to 53.5 cents per mile.
